1. Call to Order/Welcome
The Registrar, Michael Salvatori, called the meeting to order at 9:05 a.m. and welcomed all present.
The Registrar provided a brief biographical introduction for each Council member.
2. Agenda

It was moved by Robert Gagné, seconded by Marc Dubois, and
CARRIED,
That the Agenda for the July 4, 2012 Inaugural Meeting of the 6th Council be approved.
3. Conflict of Interest
No conflicts were declared.
4. Registrar's Report
The Registrar advised members that his report was organized around five strategic operational priorities:
- promote and enhance member relevancy
· foster workforce well-being and collaboration
· enhance systems and technology tools
· increase collaboration with regulatory bodies acting in the public interest
· Inspire public confidence in the profession through enhanced communication with the public.
5. Nomination Committee Report

The Chair of the Nomination Committee, Danny Anckle, spoke to the report.
He noted that the Nomination Committee had met on June 15th to review the committee membership questionnaires received from Council members. The
questionnaire requested members to indicate their interest in standing for the position of Chair or Vice-Chair of Council and to indicate their interest to
serve on the various committees of Council. Newly elected and appointed members were asked to consider committee options on the basis of interest,
expertise and time commitment. Returning elected and appointed members were encouraged to continue their participation on previous committees in order to
provide much-needed continuity.
The committee considered the following factors in its deliberations for each of the committees:
· continuity of committee membership
· a minimum of two committees for each Council member
· ensuring that each member would have his or her choices accommodated wherever possible
· bilingual requirements of the committee
· relevant experience, background and availability of the member
· gender and geographic balance
5.1 Election of Chair of Council
The Chair of the Nomination Committee noted that the Chair of Council is a full-time position effective from July 4, 2012 to June 30, 2015. He noted that
Liz Papadopoulos had expressed an interest to serve as Chair of Council.
The Chair of the Nomination Committee, called for further nominations from the floor. No further nominations were received.
It was moved by Danny Anckle, Chair of the Nomination Committee, and
CARRIED,
That Council appoint Liz Papadopoulos as Chair of the 6th Council effective July 4, 2012.
The Registrar congratulated Liz Papadopoulos on being elected Chair of Council.
Liz Papadopoulos assumed the role of Chair at 9:30 a.m. and thanked members for their support.
5.2 Election of Vice-Chair of Council
The Chair of the Nomination Committee noted that expressions of interest to serve as Vice-Chair of Council had been received from two Council members: Marc
Dubois and Vicki Shannon
The Chair of the Nomination Committee called for further nominations from the floor. No further nominations were received.
The Chair of the Nomination Committee advised Council members that each Vice-Chair candidate would be entitled to address Council for a maximum of three
minutes. Names were drawn by Danny Anckle to determine the speaking order of the candidates.
Each of the Vice-Chair candidates addressed Council members.
Ballots were distributed to Council members. The ballot count was conducted by staff of the College and overseen by the Chair of the Nomination Committee.
At the conclusion of the balloting process, Marc Dubois received the most number of votes cast.
It was moved by Danny Anckle, Chair of the Nomination Committee, and
CARRIED,
That Council appoint Marc Dubois as Vice-Chair of the 6th Council of the Ontario College of Teachers effective
July 4, 2012.
It was moved by Matthew Kavanagh, seconded by Myreille Loubert, and
CARRIED,
That the ballots associated with the position of Vice-Chair be destroyed.
5.3 Appointment of Committee Members
The Chair of the Nomination Committee noted the names of Council members selected to serve on the Accreditation Committee and asked if there were any
additional nominations from the floor. No additional nominations were received.
It was moved by Danny Anckle, Chair of the Nomination Committee, and
CARRIED,
That Council appoint the following members to serve on the Accreditation Committee for the term of the 6th Council of the Ontario College of Teachers effective July 4, 2012:

6. Committee Meetings to Nominate Chairs
The Chair of the Nomination Committee noted that Council is responsible for the appointment of committee Chairs who will serve for the duration of the term
of the sixth Council.
He noted that the Council meeting would recess so that each committee could convene for the purpose of nominating a Chair for their respective committees.
He advised that candidates for committee chair would have up to two minutes to address committee members. Candidate speeches will be followed by a secret
ballot, if required. The balloting process was explained to the members.
Staff distributed a schedule of committee meeting times and locations.
The meeting recessed at 10:10 a.m. and resumed at 10:55 a.m.

Each committee met to select a chair.
It was moved by Danny Anckle, Chair of the Nomination Committee, and
CARRIED,
That Council appoint:
1. Bill Kirkwood as Chair of the Accreditation Committee;
2. Marie-Louise Chartrand as Chair of the Accreditation Appeal Committee;
3. John Tucker as Chair of the Discipline Committee;
4. Christine Bellini as Chair of the Editorial Board;
5. Mel Greif as Chair of the Election Committee;
6. Marie-Louise Chartrand as Chair of the Finance Committee;
7. Louis Sloan as Chair of the Fitness to Practise Committee.
8. John Tucker as Chair of the Human Resources Committee.
9. Terry Price as Chair of the Investigation Committee.
10. Danny Anckle as Chair of the Nomination Committee.
11. Clyde Glasgow as Chair of the Quality Assurance Committee.

It was moved by Shanlee Linton, seconded by Maria Bouwmeester, and
CARRIED,
That the ballots associated with the positions of chairs of committees be destroyed.
7.2 Appointment of Executive Committee Members
The Chair of the Nomination Committee noted that the Executive Committee consisted of the Chair and Vice-Chair of Council and the chairs of the following
committees:
• Investigation
• Discipline
• Fitness to Practise
• Registration Appeals
• Finance
• Standards of Practice and Education
• Accreditation

CARRIED,
That Council appoint the following members to serve on the Executive Committee for the term of the 6th Council of the Ontario College of
Teachers effective July 4, 2012:

The Chair of the Nomination Committee thanked all members of Council for making the selection of committees possible. He paid tribute to the members of
the Nomination Committee who had contributed to the work of Council: Alexander (Sandy) Bass (Vice-Chair of the Committee), Marie-Louise Chartrand,
Monique Châteauvert, Terry Price and outgoing members Hanno Weinberger and Sharon Young Kipp.
8. Appointment of Presiding Officers

The Registrar noted the candidates for the roster of presiding officers for the sixth Council, noting that each of these individuals was experienced in
meeting management and parliamentary procedure to assist during meetings of Council.
It was moved by Vicki Shannon, seconded by John Tucker, and
CARRIED,
That Council appoint Peter Lipman, OCT and Douglas McCarthy as Presiding Officers for the term of the 6th Council of the Ontario College of
Teachers effective July 4, 2012.
9. Future Meetings of Council
9.1 Proposed Schedule of Meeting Dates

CARRIED,
That Council approve the Council and Executive Committee meeting dates from July 2012 to June 2015 as outlined in document GC20120704-79.
