1. Call to Order/Welcome

The Presiding Officer, George Merrett, called the meeting to order at 9:10 a.m. and welcomed all present.

The Chair noted that a Special Meeting of the Executive Committee would take place at 12:30 p.m. in the Conference Room. The Chair noted the revisions to the agenda and the documents to be distributed.

It was noted that Steering was comprised of Nancy Hutcheson and Gail Lilley.

3. Business

3.1 Status Report of Bill 78 and Proposed Regulatory Amendments

The Chair noted that there were three regulations Council was being asked to consider.

The Chair reported that she, the Vice-Chair, the Registrar, the Deputy Registrar and the Executive Coordinator had met with the new Minister of Education, Sandra Pupatello, on May 15, 2006 to discuss a number of issues including those relating to Bill 78, the election calendar and tight timelines, peer review and appointed member vacancies.

On May 3, 2006 the Chair appeared before the Standing Committee on Estimates. She was asked questions about governance, the position of a full-time Chair, and conflict of interest considerations. She noted that information on this matter could be found on CouncilNet.

The Chair reported that a submission to the Standing Committee on Social Policy relating to Bill 78, Education Statute Law Amendment Act (Student Performance), 2006 had been made by herself, Nancy Hutcheson (Vice-Chair) and Garry Humphreys (appointed member) on May 9, 2006.

She noted that the Minister had made a number of changes since the Minister of Education’s letter of March 24, 2006.

3.2 Proposed Regulatory Amendments - O. Reg. 184/97, Teachers’ Qualifications — Provisional Certificates (GC20060518-48C, -49, -57)

The Registrar made a PowerPoint presentation on the proposed amendment to Regulation 184/97 relating to the removal of the designation “provisional” on certificates of qualification with the introduction of the New Teacher Induction Program. He also provided a section-by-section analysis of the proposed amendments to the regulation. A question and answer session followed.

That pending Royal Assent of Bill 78, Education Statute Law Amendment Act (Student Performance), 2006Council approve in principle the proposed amendments to Regulation 184/97, Teachers’ Qualifications, as outlined in document GC20060518-48C.

3.3 Election Committee Report (GC20060518-50)

The report of the Election Committee was received. The Chair, Gord Hough, spoke to the report.

3.4 Proposed Regulatory Amendments — O. Reg. 72/97, General(GC20060518-51C, -52, -58, 59)

Copies of the Attachment to the Minister’s letter of March 2006 — Required Amendments to O. Reg. 293/00 — Election of Council Members and O. Reg. 72/97 — General were distributed to Council members. The Chair noted that some policy changes had been made to both Regulations 72/97 and 293/00 since the Minister’s March letter.

She noted that any decisions with regard to the proposed regulations, if approved, could only be approved “in principle” as Bill 78 had not yet received Royal Assent.

The Registrar made a presentation covering both Regulations 72/97 and 293/00.

He provided a section-by-section analysis of the proposed amendments to Regulation 72/97. A question and answer session followed.

3.6 Legislative and Regulatory Approvals Process

The Executive Coordinator, Richard Lewko, spoke to the legislative and regulatory approvals process with respect to Bill 78 and impact on College regulations.

It was moved by Steering, and

CARRIED,

That Council provide the Chair of Council and the Registrar with the authority to sign the black-cornered regulations containing regulatory amendments approved in principle by Council at their May 18 Special Council meeting, pending approval of Bill 78 to the following regulations:

  • O. Reg. 184/97, Teachers’ Qualifications - Provisional Certificates
  • O. Reg. 72/97, General
  • O. Reg. 293/00, Election of Council Members.

This authority is provided only if there are no substantive policy changes or amendments to the regulatory language approved by Council contained in the black-cornered regulations.

3.7 Notice of Motion

The following Notice of Motion was read into the Minutes:

3.7.1 Bylaw Amendment, Section 18 — College Publication (GC20060518-56)

Moved by Marilyn Laframboise:

That section 18.01 of the College bylaws be amended by the addition of the words “at least” so that the section will read:

18.01 The College shall distribute an official publication of the Council to members in good standing at least four (4) times a year.

4. Next Meeting

  • June 8-9, 2006

The Chair reminded Council members that the next Council meeting would begin at 9:00 a.m. on June 8th. Further, she reminded Council members of the Teachers’ Qualifications Review (TQR) Council Briefing Session on June 7, 2006.

The Chair thanked staff for the work that had been done in preparing for the meetings this past week.
